More than one-sixth of prisoners incarcerated in the United States are held in for-profit prisons whose interest is neither in punishing lawbreakers nor in rehabilitating citizens, but solely in making a respectable profit for shareholders--which may mean reducing services, cutting costs, and lowering salaries in order to compete effectively with other private firms.
